The creation of Savannah State from Borno State took centre stage at a major public hearing held in Maiduguri as part of the ongoing review of Nigeria’s 1999 Constitution.
The hearing was organized by the North East Zonal Senate Committee on Constitution Review and took place at Mohammed Indimi Hall, University of Maiduguri, attracting a large crowd of supporters and stakeholders.
Savannah State is proposed to be carved out of the present Borno State. It would comprise nine local government areas from the Southern Borno Senatorial District: Biu, Hawul, Askira-Uba, Chibok, Damboa, Shani, Kwaya Kusar, Gwoza, and Bayo.
The agitation for the creation of this state has been ongoing for over 40 years, and the public hearing provided a platform for advocates to present their case formally.
In addition to the call for Savannah State, some groups also demanded the creation of 14 additional local government areas within the Southern Borno Senatorial District to enhance local governance and development.
The Stakeholders Meeting on Savannah State
The session was presided over by Senator Barau Jubrin, Deputy President of the Senate and Chairman of the Senate Committee on Constitution Review, represented by Senator Mohammed Tahir Monguno, Chairman of the North East Zone.
They commended the peaceful and massive turnout and emphasized that the hearing focused on constitutional amendments, including state creation, local government autonomy, and other governance issues.
The hearing also featured other state creation demands from the North East region, including calls for the creation of Amana State from Adamawa, Katagum State from Bauchi, and Muri State from Taraba.
Supporters of these movements appeared in large numbers, presenting memoranda and urging the National Assembly to consider their requests.
The constitutional review process aims to consider 31 proposals for new states across Nigeria, with seven coming from the North East zone alone.
The public hearings, held simultaneously across six geopolitical zones, are part of a broader effort to deepen democratic governance through inclusive public participation.
Prominent regional leaders, including the Deputy Governor of Borno State, lawmakers from Borno’s three senatorial districts, former Senate President Ahmad Lawan, Senator Abdul Ningi of Bauchi, and traditional rulers like the Shehu of Borno, attended the hearing, underscoring the significance of the discussions.
The Savannah State movement and other groups argue that the creation of new states will address historical injustices, improve governance, enhance security, and foster socio-economic development in their respective regions.
